1.) No, it doesn't. Unless you jailbreak it and get Backgrounder.
2.) 16. Once you see how fun apps are, you will get as many as you can. Trust me. There are thousands of free ones.
3.) The maps wouldn't load, you would only have what you had on the screen when it was disconnected. The rest shows up as checkered squares.
4.) They do give directions, but only on Wi-Fi. If there is no connection, the maps won't load.
